I think that Haste was intended to allow for Gallandro vs. Solo gunfights and to allow the heroes a chance to stop the villain from pressing the big red self destruct button on a turn where they lost the initiative rather than attempting to simulate suppression fire. Haste doesn't just move you to the front of the line, it puts you BEFORE the line. At least, that was how we always played it.
